Can i still develop driftwood on fable 3 after i become king?

well i did the quest that gave me access to the island at the beginning but i couldn't find a way to get there until now. i read i was supposed to do 3 quests to develop the island and get the achievement but i don't see any quests available. was i supposed to do them before the revolution?
