Starter motor needs to spend several thousands of RPM those 11 teeth need to spin a 400 tooth flywheel so starter speed and power has to be good enough to turn the motor 200 to 300 rpm. there is a starter relay at the back top of the left inner fender under the plastic liner that is the starter interrupt relay. I bet there is a starter re-builder some where near you. Good luck
