Does the landlord pay for extermination of bed bugs?

My friend has been telling me that her parents have bed bugs. She lives in an 2 family private house that which her landlord also lives in the building but the landlord DOESN'T have them. So now Im curious to know if the landlord is responcilbe for extermination or does it come out of pocket?
